Ensuring Every Child Has a Strong Foundation

A high-quality education is the key to opportunity, and every child—regardless of their background—deserves the chance to succeed. While graduation rates have improved in Marion County and across the country, disparities in educational attainment persist. As your representative, I am committed to supporting policies that close these gaps by investing in early childhood education, ensuring equitable resources for K-12 schools, and expanding opportunities for students from underserved communities.

We must hold our schools accountable while also providing them with the funding and support they need to help every child thrive. I will continue working to improve education policies, advocate for increased federal support for public schools, and fight for policies that provide every student with a safe, healthy, and enriching learning environment.

Supporting Teachers & Strengthening the Workforce

Teachers are the backbone of our education system, yet Indiana has seen a significant decline in teacher pay and a growing teacher shortage. We need to do more to recruit, retain, and support educators by:

  • Raising teacher salaries to attract and retain qualified professionals.
  • Expanding professional development opportunities.
  • Reducing unnecessary barriers to teacher licensure, including through my Interstate Teaching Mobility Act, which creates a national teacher licensure process to provide educators with greater flexibility.

Investing in teachers means investing in students, and I will continue to advocate for policies that support educators and improve learning outcomes.

Expanding Access to Mentorship & Afterschool Programs

Mentorship and afterschool programs provide critical support for students, particularly during the hours between school dismissal and when parents return home from work. These programs help improve academic performance, reduce risky behaviors, and foster social and emotional development.

I have introduced legislation, including the Transition to Success Modernization Act and the Students Helping Students Act, to increase access to mentorship programs and ensure every child has the support they need to succeed. Expanding funding for afterschool and mentorship programs is a top priority in my efforts to create more opportunities for young people in our community.

Making College More Affordable & Accessible

Higher education is more important than ever, but the rising cost of tuition is putting it out of reach for too many students and families. The average college graduate now carries over $37,000 in student loan debt, making it harder to build a stable financial future.

I am working to:

  • Lower the cost of college by expanding Pell Grants and preserving financial aid programs.
  • Protect student borrowers from predatory lending practices and ensure they have the information they need to make smart financial decisions.
  • Support workforce training programs that provide alternative pathways to success for those not pursuing a four-year degree.

Economy

Building a Stronger Economy for American Families

Across the country, families are struggling with the rising costs of healthcare, food, housing, and energy, while wages have failed to keep pace. Unemployment and job instability continue to affect too many hardworking Americans. As your Representative in Congress, I remain committed to policies that create good-paying jobs, strengthen the middle class, and provide relief to those facing economic hardships. Our top priority must be getting people back to work in safe, sustainable careers while ensuring economic opportunities for all.

Creating Jobs and Revitalizing American Industry

For too long, American workers have faced job losses due to factory closures, corporate outsourcing, and automation. We need bold action to revitalize our economy. That means investing in infrastructure, green energy, advanced manufacturing, and emerging technologies that will drive long-term economic growth. We must create policies that incentivize businesses to expand in the U.S. and provide pathways for workers to transition into high-demand industries. By investing in American innovation, we can rebuild our workforce, strengthen the middle class, and ensure our economy works for everyone.

Expanding Job Training and Workforce Development

The 21st-century economy demands new skills, yet many workers have been left behind due to shifting industries and outdated training programs. I have worked across party lines to secure millions in funding for workforce development initiatives at Ivy Tech, the John H. Boner Center, and other community organizations. These programs provide hands-on training in advanced manufacturing, healthcare, and technology—helping workers re-enter the job market with the skills needed for today’s careers. We must continue expanding these efforts to prepare our workforce for the jobs of the future.

Lowering Costs and Cutting Taxes for Working Families

With inflation straining household budgets, we need immediate relief for working- and middle-class Americans. I support extending tax cuts that put money back into the pockets of families, small business owners, and entrepreneurs. Additionally, we must reduce the financial burden of healthcare, housing, and education to ensure every American has a fair shot at economic stability. By making smart investments in our communities, we can create a more equitable economy where hard work is rewarded.

Trump’s Impact on the Economy

Under the Trump administration, the economy saw significant changes that shaped both short-term and long-term economic outcomes for many Americans. The Tax Cuts and Jobs Act of 2017, which lowered the corporate tax rate and offered temporary tax cuts for individuals, provided a boost to corporate profits, and many businesses used this additional income to expand and create jobs. However, the long-term impact of the tax cuts is still debated, especially with concerns about increasing national debt and the wealth gap.

Additionally, while unemployment dropped to historic lows under President Trump’s administration, there were concerns about the sustainability of job growth. Job instability in sectors like retail and manufacturing remained high as automation and outsourcing continued to take a toll on American workers. Trump’s “America First” approach led to efforts to bring back jobs through tariffs, particularly targeting China, but this also created trade tensions and increased costs for businesses reliant on global supply chains.

Despite these efforts, the COVID-19 pandemic dramatically affected the economy, bringing unemployment to a peak. However, relief packages like the CARES Act provided temporary assistance. Moving forward, it is essential to ensure that the policies implemented during Trump’s term have a lasting impact on job creation and wage growth, while also addressing concerns about economic inequality and fiscal sustainability.

Keeping American Jobs at Home

Over the past decade, America has lost more than 50,000 factories and millions of jobs to outsourcing. It’s time to stop rewarding corporations for moving jobs overseas. I support eliminating tax breaks for companies that offshore jobs and instead providing incentives for businesses that invest in American workers and communities. By prioritizing American-made goods and domestic production, we can rebuild a strong and resilient economy that benefits everyone—not just the wealthiest corporations.

Strengthening American Manufacturing and Innovation

The U.S. was once a global leader in manufacturing, and we must reclaim that position. By investing in advanced manufacturing, clean energy, and high-tech industries, we can create new economic opportunities and reduce our reliance on foreign supply chains. I am committed to ensuring federal support reaches businesses that hire American workers, reopen closed factories, and develop cutting-edge technologies that will keep us competitive on the global stage.

Fighting Unfair Trade Practices

American businesses and workers deserve a level playing field in the global economy. Yet, countries like China continue to engage in unfair trade practices—manipulating currency, violating intellectual property laws, and flooding markets with underpriced goods. These tactics have cost us hundreds of thousands of jobs. I will continue pushing for strong trade policies that protect American industries, hold foreign competitors accountable, and prevent unfair advantages that hurt our economy.

Ensuring Fair Trade Agreements That Work for American Workers

Trade agreements should benefit American workers, not just multinational corporations. That’s why I opposed “Fast Track” legislation, which limits Congress’s ability to negotiate better terms in trade deals. Every trade agreement must be carefully examined to ensure it creates jobs, upholds labor standards, and strengthens the American economy. If a deal does not protect our workers and businesses, I will vote against it.

A Bold Energy Plan for America’s Future

Tackling our nation’s energy challenges requires an ambitious, forward-thinking strategy that secures America’s energy independence, modernizes our infrastructure, and confronts the growing threats of climate change. We must invest in a diverse energy mix—including wind, solar, nuclear, biofuels, and cleaner fossil fuel technologies—to drive innovation, create high-quality jobs, and protect the environment.

As your Representative in Congress, I am committed to fighting for policies that make energy cleaner, more affordable, and more secure for all Americans.

Combating Climate Change Through Clean Energy Innovation

Climate change is one of the greatest challenges of our time, affecting public health, national security, and economic stability. Rising sea levels, extreme weather events, and worsening wildfires are costing American communities billions of dollars each year. We must take bold, science-driven action to reduce emissions and transition to sustainable energy solutions that power our economy while protecting future generations.

Expanding investment in renewable energy is critical to cutting carbon emissions and reducing dependence on fossil fuels. Supporting the transition to clean transportation, particularly through accelerating electric vehicle (EV) adoption and expanding charging infrastructure, will help drive the shift toward a low-carbon future. Additionally, promoting climate resilience by upgrading infrastructure to withstand extreme weather and prevent costly disasters is essential. Ending fossil fuel subsidies that encourage pollution while providing incentives for clean energy innovation will further accelerate progress toward a more sustainable energy future.

A clean energy future is not just an environmental goal—it’s an economic opportunity. By leading in renewable energy and cutting-edge technologies, we can create millions of jobs while protecting our planet.

Modernizing America’s Power Grid for a Reliable and Resilient Future

Our nation’s aging power grid is struggling to keep up with growing energy demands, leaving many communities vulnerable to blackouts, cyberattacks, and extreme weather events. A modernized grid is essential for integrating clean energy, ensuring reliability, and reducing costs.

Investing in smart grid technology will improve energy efficiency and prevent outages. Expanding battery storage capacity will allow us to store renewable energy and provide backup power during disruptions. Strengthening grid cybersecurity is essential to protecting against cyber threats and foreign interference. Building a nationwide transmission network will ensure that clean energy from rural wind and solar farms can be delivered efficiently to urban centers.

By upgrading our energy infrastructure, we can improve reliability, lower energy costs, and transition to a cleaner, more resilient power system.

Accelerating the Adoption of Electric Vehicles (EVs) and Clean Transportation

Transportation accounts for nearly one-third of U.S. greenhouse gas emissions, making EV adoption and public transit expansion critical to cutting emissions and reducing reliance on foreign oil.

Expanding EV tax credits will make clean vehicles more affordable for middle-class families. Building a nationwide EV charging network will ensure accessibility in both rural and urban areas. Investing in public transportation and sustainable urban mobility will help reduce congestion and emissions while providing affordable transit options. Encouraging domestic EV manufacturing will create American jobs and reduce reliance on foreign supply chains.

By making EVs affordable, accessible, and convenient, we can drive economic growth while cutting emissions and reducing fuel costs for American families.

Protecting Public Health and Ensuring Responsible Energy Production

The past decade has demonstrated the dangers of weak environmental protections, from devastating oil spills to rising asthma rates linked to air pollution. We must ensure that energy production does not come at the expense of public health, clean air, and water quality.

Holding polluters accountable and enforcing environmental protections under the Clean Air and Clean Water Acts is necessary to safeguard communities. Investing in carbon capture and storage (CCS) will allow us to make fossil fuel use cleaner while transitioning to renewables. Expanding clean energy job training programs will ensure that workers in fossil fuel industries have opportunities in the new economy. Supporting responsible domestic energy production that prioritizes safety, environmental stewardship, and innovation is key to maintaining energy independence while protecting natural resources.

We can achieve energy independence and economic growth while ensuring that every American has access to clean air, safe water, and a healthy environment.

Lowering Energy Costs and Increasing Home Efficiency

With unpredictable energy prices, too many families struggle to afford heating and cooling. To reduce costs and improve home energy efficiency, I support expanding programs that help Americans save on their utility bills.

Expanding the Low-Income Home Energy Assistance Program (LIHEAP) will provide struggling families with the financial assistance needed to afford their energy bills. Increasing funding for the Weatherization Assistance Program (WAP) will help homeowners upgrade insulation, heating, and cooling systems to improve energy efficiency. Promoting energy-efficient appliances and smart home technology will cut electricity use and lower monthly bills for millions of Americans. Encouraging solar panel installations and community solar programs will provide more households with access to clean, affordable energy.

By helping Americans reduce their energy bills, we can ensure families keep more of their hard-earned money while making homes greener and more energy-efficient.

Ensuring Fair Trade and Energy Independence

The U.S. must reduce dependence on unstable foreign energy markets and protect American workers from unfair trade practices by countries like China. I support policies that strengthen U.S. energy security and promote American-made clean energy.

Ending tax breaks for companies that offshore clean energy manufacturing will encourage businesses to invest in U.S. production instead. Strengthening domestic supply chains for critical materials like lithium and rare earth metals will ensure the U.S. maintains leadership in clean energy technology. Holding foreign competitors accountable for manipulating energy markets and stealing American intellectual property is necessary to maintaining fair competition. Expanding domestic clean energy research and innovation will drive long-term economic growth and keep America at the forefront of the global energy industry.

By investing in homegrown energy production and manufacturing, we can create jobs, boost national security, and ensure a cleaner, more prosperous future.

 

Financial Services

Ensuring a Fair and Stable Financial System for All Americans

Whether purchasing a home, buying a car, starting a business, or saving for retirement, every American relies on a stable and fair financial system to pursue their dreams. However, the economic instability caused by the 2008 financial crisis, the COVID-19 recession, and ongoing inflationary pressures has made it clear that strong consumer protections and responsible financial policies are essential.

During my tenure on the House Committee on Financial Services, I worked on critical reforms to prevent predatory lending, protect homeowners from foreclosure, and hold financial institutions accountable for reckless and irresponsible behavior. I remain committed to ensuring that working families, small businesses, and retirees have access to fair credit, transparent banking services, and a financial system that works for them—not just for Wall Street.

Strengthening Financial Regulations – Protecting Americans from Another Crisis

The 2008 financial crisis was a wake-up call that unchecked corporate greed and a lack of oversight can devastate millions of hardworking Americans. To prevent another financial catastrophe, I proudly co-sponsored the Wall Street Reform and Consumer Protection Act (Dodd-Frank), a landmark piece of legislation that put safeguards in place to protect homeowners, borrowers, and the broader economy. This legislation ended taxpayer-funded bailouts of big banks, prevented the predatory lending practices that led to the foreclosure crisis, and increased oversight of Wall Street to ensure financial institutions are held accountable for risky investments.

Additionally, Dodd-Frank created the Consumer Financial Protection Bureau (CFPB), an independent watchdog agency tasked with protecting consumers from fraud, hidden fees, and deceptive financial practices. Despite the success of Dodd-Frank, special interests have spent years trying to dismantle these protections, putting everyday Americans at risk. I will continue to fight against reckless deregulation that prioritizes corporate profits over consumer security.

Protecting Consumers from Financial Abuse

The Great Recession and subsequent economic crises demonstrated the need for stronger consumer protections to prevent predatory lending, deceptive credit card terms, and hidden fees that trap Americans in cycles of debt. That is why I strongly supported the creation of the Consumer Financial Protection Bureau (CFPB), which ensures fairness, transparency, and accountability within the financial industry.

The CFPB plays a critical role in holding credit card companies accountable by cracking down on unfair rate hikes and excessive fees. It ensures that mortgage lenders provide clear and honest terms to borrowers and prevents hidden clauses that led to the foreclosure crisis. The agency also works to end forced arbitration, a practice that allows Wall Street firms to deny consumers the right to legal recourse by burying unfair clauses in fine print.

However, the CFPB has been under constant attack from corporate interests trying to weaken its power. I will continue to defend and expand the CFPB’s ability to protect consumers and ensure that banking and lending practices are fair and transparent.

Ensuring Fair Credit Practices & Protecting Borrowers

Predatory lending, unfair credit card practices, and exploitative student loan terms have trapped millions of Americans in debt. That is why I fought for and helped pass the Credit Card Accountability, Responsibility, and Disclosure (CARD) Act, which curbed industry abuses and created a fairer credit system. This legislation stopped sudden interest rate hikes on existing balances, reduced excessive late fees, eliminated unfair over-limit fees, and increased transparency so that credit card holders fully understand their financial obligations.

Moving forward, I support expanding fair credit laws to prevent payday lenders, private student loan companies, and other predatory financial institutions from exploiting vulnerable borrowers. The financial system should work for all Americans, not just those with wealth and privilege.

Expanding Access to Homeownership & Affordable Housing

Owning a home is a cornerstone of the American Dream, yet skyrocketing housing costs and corporate speculation have made it increasingly difficult for working families to buy a home. We must do more to protect homeowners from foreclosure by supporting foreclosure prevention programs and ensuring fair mortgage refinancing options.

Additionally, increasing the supply of affordable housing must be a priority. I support investments in housing construction and rental assistance programs to ensure that all Americans have access to safe and stable housing. At the same time, we must hold Wall Street landlords accountable by preventing hedge funds and corporate investors from artificially inflating housing prices, which makes it even harder for families to buy a home. Housing should be a right, not a privilege, and I will continue to push for policies that make homeownership accessible and affordable for all Americans.

Improving Financial Literacy & Economic Opportunity

The financial system has become more complex, and too many Americans struggle with student loans, credit card debt, and a lack of retirement savings. Early financial education is critical to ensuring that young people and working families make informed decisions about their financial future.

That is why I introduced the Young Adults Financial Literacy Act, which provides funding for financial education programs in high schools and colleges. This legislation expands access to budgeting, credit management, and retirement planning resources, empowering young people to avoid predatory lending practices and build long-term financial stability. By ensuring that every American has the tools to manage their finances effectively, we can reduce wealth inequality, increase financial security, and help families build generational wealth.

Addressing the Future of Finance – Digital Banking, Cryptocurrency, and Financial Technology

The financial landscape is rapidly evolving, and new technologies such as digital banking, financial technology (fintech), and cryptocurrencies are changing the way people save, invest, and conduct transactions. However, a lack of oversight in these industries has created new risks for consumers.

We must do more to protect consumers from cryptocurrency scams by establishing stronger regulations to prevent fraud and market manipulation. Fintech companies must also be held accountable for data privacy and fair lending practices to ensure that consumers are not taken advantage of by unregulated financial products. Additionally, we must modernize financial regulations to ensure that emerging financial technologies benefit everyday Americans rather than just Wall Street and Silicon Valley.

Innovation in the financial sector should expand opportunity, not exploit working families. I will continue to work to ensure that new financial tools are safe, transparent, and beneficial for all Americans.

A Financial System That Works for Everyone, Not Just Wall Street

America’s economy should work for everyone, not just big banks, hedge funds, and billionaires. To build a fairer and more stable financial system, we must defend consumer protections against reckless deregulation, expand access to fair credit and banking services, and hold financial institutions accountable for predatory practices. Additionally, we must ensure that all Americans have access to financial literacy resources so they can make informed economic decisions and build financial security for the future.

With strong leadership, bold reforms, and policies that prioritize working families, we can create an economy where every American has the opportunity to succeed. I remain committed to ensuring that our financial system works for all, not just those at the top.

 

Food and Nutrition

Ensuring Access to Nutritious Food for All Americans

As a Member of Congress, I consider it one of my top priorities to ensure that our most vulnerable citizens do not go hungry. This means standing up for food and nutrition programs that assist millions of low- and middle-income families, many of whom face continual threats of cuts from Congress. I will work to protect affordable food for low-income seniors, children, and families throughout the state of Indiana.

Protecting Children from Going Hungry

Across the country, millions of children receive their only nutritious meals at school through breakfast and lunch programs. In an effort to help these children obtain the nutrition they need to be healthy, active, and successful, I have supported several pieces of legislation that expand funding for these and other programs that provide healthier meals to low-income children. These investments in child nutrition are especially important given evidence that hunger can be an enormous barrier to learning. I will continue to support legislation that helps schools, non-profits, and other entities provide nutritious meals to children.

Improving Access to Nutritious Foods – Food Deserts Act

Access to nutritious food should be a necessity, not a luxury. Yet today, too many people across Indianapolis and our country struggle to find the healthy food they need. More and more supermarkets are closing their doors, and public transportation is often located a mile or more away. That is why I introduced the Food Deserts Act in Congress.

This bill creates new avenues to fund stores in underserved communities by facilitating low-interest loans for new and existing grocery stores in food deserts. The bill ensures that recipients of these loans will use them to provide affordable, healthy food, such as fresh produce, milk, bread, and meat.

Access to healthy food is something many of us take for granted. But despite our own experiences, we must remember that millions of Americans struggle every day to feed their families. I hope to strengthen existing federal programs to address this growing issue and create access to food for communities in need because I believe that all Americans deserve access to nutritious food.

Encouraging Physical Fitness

Today, obesity rates are dangerously high and continue to rise, with over 30% of adults and 17% of children considered obese. Studies have shown that obesity results in rising healthcare costs, reduced productivity at work, and less effective learning in school. The promotion of exercise and physical activity has never been more important in public policy.

I have been a strong supporter of former First Lady Michelle Obama’s “Let’s Move” campaign, which encourages exercise among young people. I continue to advocate in Congress for legislation that promotes scientifically based physical fitness guidelines for all Americans. Physical fitness and exercise are critical to the health and well-being of all Americans, making it one of my top priorities in Congress.

 

Foreign Affairs

As a member of the House Permanent Select Committee on Intelligence and a former law enforcement officer, I understand the importance of keeping our country safe, strengthening global stability, and advancing American values abroad.

The United States faces complex and evolving threats, from terrorism and cyber warfare to rising geopolitical tensions and global humanitarian crises. To confront these challenges, we must:

  • Maintain a strong, well-equipped military
  • Strengthen alliances like NATO to uphold global stability
  • Defend democracy and human rights around the world
  • Invest in diplomacy and humanitarian aid to prevent crises before they escalate

Maintaining a Smart and Strategic Defense

The U.S. military must be strong, agile, and prepared to meet modern security challenges. Our national defense strategy should focus on protecting our country, supporting service members, and using military force only when absolutely necessary.

I support:

  • Ensuring our military is well-equipped to address 21st-century threats, including cyber warfare and emerging global conflicts
  • Investing in smarter defense strategies that prioritize intelligence, technology, and preparedness over unnecessary military expansion
  • Strengthening support for service members and veterans, ensuring they receive the care and benefits they have earned

America’s security is not just about military power—it’s about strategic leadership, global partnerships, and diplomacy. We must remain vigilant against global threats while prioritizing diplomatic solutions and coalition-building to prevent unnecessary wars.

Defending U.S. Interests & Global Stability

China

China’s military expansion, economic influence, and authoritarian governance present serious challenges to U.S. national security and global stability. While engagement with China is necessary in areas like trade, climate change, and global health, we must also counter its increasingly aggressive actions in key areas.

I support:

  • Strengthening U.S. alliances in the Indo-Pacific to deter aggression and maintain regional security
  • Countering China’s military buildup in the South China Sea and Taiwan Strait through diplomatic and strategic deterrence
  • Holding China accountable for intellectual property theft, cyberattacks, and unfair trade practices
  • Ensuring that U.S. manufacturing and technology sectors remain globally competitive to reduce dependence on China

We must pursue a balanced strategy—one that pushes back against aggression and economic coercion while seeking diplomatic solutions where possible to avoid unnecessary conflict.

Ukraine & NATO Unity

As a founding member of the Ukraine Caucus, I strongly support:

  • Military and humanitarian aid to Ukraine as it defends itself against Russian aggression
  • Keeping NATO unified and strengthening European alliances
  • Holding Russia accountable for war crimes and destabilizing actions

The United States must lead diplomatically to ensure that Russia’s violations of international law do not threaten global security.

Palestine & Israel

My stance is clear: all human life is precious, and no civilian should be subjected to violence and brutality. I condemn Hamas’ attacks against civilians, and I call for the swift release of all hostages. I also condemn the Israeli government’s cruel response on civilians and call  for a permanent ceasefire and solution to end the illegal military occupation.

I continue to push for a new U.S. strategy in Palestine and Israel that prioritizes:

  • A just and lasting peace through a two-state solution
  • An end to the humanitarian crisis in Gaza
  • Equal rights, dignity, and security for both Israelis and Palestinians

After October 7, 2023, Congressman Carson has taken the following actions:

  • Introduced the UNRWA funding Emergency Restoration Act to restore humanitarian aid to Gaza through the United Nations Relief and Works Agency.
  • Signed a letter to President Biden and Secretary of State Blinken expressing concerns on the unfolding humanitarian situation in Gaza.
  • Co-Led the Ceasefire Now Resolution calling for an immediate de-escalation and ceasefire in Israel and occupied Palestine.
  • Cosponsored a Resolution Condemning Hamas’ Brutal Terrorist Attack on Israel and Kidnapping of Innocent Civilian Hostages.
  • Statement for the record addressing lives lost in Israel and Palestine.
  • Joined the House Muslim Caucus to speak out against anti-Muslim hate and a dangerous bill that would expel Palestinian-Americans from the United States.
  • Voted against the censure of Rashida Tlaib and spoke on the House Floor in defense of Rep. Tlaib.
  • Joined a letter to Secretary Blinken to express strong support for securing humanitarian pauses in the ongoing Israel- Hamas conflict and to urgently scale up critically needed humanitarian assistance for the civilian population in the Gaza Strip while ensuring the safe release of all hostages.

Democratic Republic of the Congo (DRC)

I introduced a resolution condemning human rights abuses in the DRC and calling for:

Fighting for Quality, Affordable Health Care for All Hoosiers

Every Hoosier deserves affordable, high-quality health care, regardless of income, background, or medical history. As your representative, I am committed to lowering costs, expanding access, investing in medical research, and ensuring that no one is denied care due to pre-existing conditions. From protecting Medicare and Medicaid to leading efforts in cancer research, veterans’ health, and rare disease advocacy, I will continue fighting to improve our health care system.

The Affordable Care Act & Expanding Access to Care

In 2010, I proudly voted to pass the Affordable Care Act (ACA), which transformed our nation’s health care system and provided millions of Americans with access to quality coverage. Thanks to the ACA:

  • 245,000 Hoosiers gained coverage
  • Indiana’s uninsured rate dropped from 15.3% to 10.1%
  • 2.9 million Hoosiers now have private insurance that covers preventive care with no out-of-pocket costs
  • 1.2 million Hoosiers with pre-existing conditions are protected from coverage denials

Despite these gains, we must continue to build on the ACA’s successes, not dismantle them. I will keep fighting against any efforts to weaken the ACA and will work to lower costs, improve coverage, and expand access to ensure no Hoosier is left behind.

Strengthening Medicaid 

For many low-income families, seniors, and individuals with disabilities, Medicaid is a lifeline. Thanks to Indiana’s Medicaid expansion (HIP 2.0), nearly 400,000 Hoosiers now have health care coverage. However, burdensome restrictions—like work requirements—have made it harder for some to access care.

I strongly oppose efforts to cut Medicaid and will continue fighting to protect and expand coverage for those who need it most.

Protecting Medicare & Supporting Our Seniors

Medicare provides essential health care to millions of seniors, and I am committed to keeping it strong for future generations. The ACA strengthened Medicare by closing the prescription drug loophole and extending the Medicare Trust Fund by nearly a decade. I will continue working to:

  • Lower out-of-pocket costs for seniors
  • Expand access to prescription drugs and preventive care
  • Oppose efforts to privatize or cut Medicare benefits

Lowering Prescription Drug Prices

Skyrocketing prescription drug prices are placing an enormous burden on Hoosiers. While medical research and innovation are critical, pharmaceutical companies should not put profits over people. That’s why I support policies to:

  • Increase transparency and accountability in drug pricing
  • Expand access to generic and lower-cost alternatives
  • Support the Safe Step Act, which improves access to needed medications by reforming “step therapy” policies

Investing in Medical Research & Innovation

Scientific advancements in medicine save lives, and I am committed to ensuring that Indiana remains a leader in biomedical research and innovation. That’s why I strongly support funding for research programs and institutes and have worked to:

Protecting Our Nation & Ensuring a Just Immigration System

As a former law enforcement officer and an official at the Indiana Department of Homeland Security, I have served on the front lines to keep our city, state, and country safe. Now, in Congress, I continue this work by supporting our first responders, strengthening national security, and advocating for fair and humane immigration policies that reflect our values as a nation.

Keeping Our Communities Safe

Public safety is one of my top priorities. Across Indianapolis, violence, drug trafficking, and gang activity continue to threaten neighborhoods, and our law enforcement and first responders must have the tools they need to protect our communities.

I have strongly supported:

  • Increased funding for the Byrne Justice Assistance Grant (JAG) Program to help hire and train more police officers
  • The COPS Hiring Program, which helps cities recruit and retain well-trained officers
  • The Fire Assistance Grant Program, providing essential equipment and resources for our firefighters

While I support fiscal responsibility, I do not believe we should cut funding for first responders—they are the backbone of our emergency response system, and we must ensure they are fully equipped to serve.

A Fair & Humane Immigration System

Immigration strengthens our economy and our communities, yet our system is broken—leaving millions in limbo.

That’s why I strongly support:

  •  A clear, rigorous, and fair pathway to citizenship for undocumented immigrants
  • Expanding legal visa programs to prevent future backlogs
  • Permanent protections for DREAMers, ensuring they can stay in the only country they’ve ever known

DREAMers—brought to the U.S. as children—have grown up in our schools, served in our military, and contributed to our workforce. They deserve permanent legal status and a pathway to citizenship.

Protecting Our Borders While Upholding American Values

As a member of the House Intelligence Committee, I take national security seriously and believe that effective border security is a key component of immigration reform.

We must invest in smart, humane, and effective border security measures that protect the rule of law without demonizing immigrants or violating human rights. I will continue pushing for responsible immigration policies that balance security, compassion, and economic prosperity, not supporting the criminalization of immigrant communities, militarizing our boarder, and separating families or detaining children.

Combating Drug Trafficking & Border Violence

For years, drug cartels and criminal organizations have exploited weaknesses in border security, fueling violence and drug trafficking that impacts both our communities and our neighbors in Mexico. Indiana has also seen a devastating rise in drug addiction and overdose deaths due to the influx of illicit drugs.

I support:

  • Strengthening drug enforcement measures at ports of entry
  • Expanding interagency efforts to combat transnational crime
  • Supporting Mexico’s initiatives to crack down on drug trafficking and organized crime

Instead of fear-mongering about immigrants, we must target the true threats: violent criminal networks that profit from trafficking drugs and people.

Welcoming Refugees & Asylum Seekers

One of America’s greatest traditions is offering safety to those fleeing violence, oppression, and persecution. As wars, conflicts, and humanitarian crises continue to unfold around the world, we must uphold our moral and legal obligation to refugees and asylum seekers.

That’s why I firmly support:

  • Protecting the U.S. refugee resettlement program
  • Ensuring a fair and efficient asylum process
  • Ending discriminatory immigration bans

Refugees are some of the most vetted individuals entering the U.S., and they contribute immensely to our communities. Turning our backs on them is not who we are as a nation.

Standing Against Discriminatory Immigration Policies

Past discriminatory immigration policies—including the Muslim Travel Ban—sent a message that America turns away people based on faith and nationality, rather than focusing on true security threats.

I fought against the Trump Administration’s travel bans, which unfairly targeted Muslim-majority countries and separated families under the guise of national security. Moving forward, I will:

  • Continue fighting religious and racial discrimination in immigration policy
  • Hold the government accountable for unjust immigration enforcement
  • Oppose any future efforts to ban individuals based on their religion or country of origin

The U.S. must remain a beacon of hope and freedom for all who seek a better life.

Housing

Home ownership continues to be the cornerstone of the American Dream and an important step for families attempting to climb the economic ladder. While the overall housing sector performed well last year for market rate properties, but there is still room for improvement.  We are facing a severe shortage of affordable housing and a spike in evictions.  Unfortunately, Indianapolis has one of the highest eviction rates in the country.

Housing insecurity in Indy is at an all-time high. We have a severe shortage of affordable housing. We’re also experiencing a record number of evictions – some of the highest in the country. This needs to change.

Working families who rent their homes shouldn’t be at such high risk to lose the roof over their heads. Many of these eviction laws are state and local, not federal, but they need to change.

At the federal level, the Trump administration plans to cut 40 – 50 percent of HUD’s workforce is inexcusable, just like the brutal cuts to federal housing and rental assistance programs for families, seniors and people with disabilities.

Another challenge is that new construction has not kept pace with growing demand, especially for affordable housing. Builders encounter challenges such as rising material costs and labor shortages, which limit the pace of new development. The new Trump tariffs will only make this worse, especially for construction materials.

This shortage has created a demand-supply gap, especially for homes priced between $200,000 and $350,000. These are the problems that need to be addressed, and adding unnecessary tariffs only exacerbates the problem.

I strongly support more federal resources to expand the supply of affordable housing, and more resources to fight housing insecurity, temporary housing and other critical services, including wrap-around services to prevent homelessness.    We must also provide robust resources to fight housing discrimination in Indiana, including resources like the Fair Housing Center of Central Indiana, which can help with housing counseling and other tools exercise your right to fair housing.

 

National Defense

National Defense

Today, the United States faces a broad number of threats around the world. From ISIL to al Qaeda to countless other groups around the world, terrorism remains a foremost threat to our interests at home and abroad. China is rapidly growing its military and belligerently expanding its presence in the South China Sea. Russia continues to occupy Crimea and remains a destabilizing force across Ukraine. The flow of drugs from South America is relentless. Piracy disrupts shipping lanes around the Horn of Africa. Threats are widespread, diverse and persistent.

As a Member of the House Permanent Select Committee on Intelligence, I know full well the need for a strong, well trained and well equipped military that is capable of addressing any crisis that arises. Yet, despite our military strength, we have a responsibility to avoid engaging our forces in conflicts unless it is absolutely necessary. As a Member of Congress, supporting the brave men and women serving in our Armed Forces and securing our national defense are some of my highest priorities.

Islamic State of Iraq and the Levant (ISIL)

Recent events in Iraq and Syria are deeply concerning. With ISIL successfully capturing cities across both countries, exposing millions of people to brutal violence, and killing thousands, this is both a humanitarian disaster and a risk to regional stability. This type of volatility is clearly not in the interest of our national security.

As we grapple with how to respond, it is critical we keep in mind the 4,486 service members we lost in Iraq, including 94 from the state of Indiana. The war in Iraq was devastating for the American people both in terms of lives and financial costs, which is why I am opposed to the idea of once again putting a large-scale contingent of troops on the ground in Iraq. Alternatively, we should be looking at options that will minimize our commitment while still supporting our interests in the region, including air strikes, use of special operations forces, airborne surveillance support, and logistical support for the Iraqi military.

I remain supportive of coalition airstrikes against ISIL and the deployment of advisers to Iraq to better ensure the Iraqi government is prepared to counter this threat. It is important that we take these steps to ensure that more significant involvement does not become necessary.

Engagement Abroad

For far too long, the United States has acted alone to address threats around the world. This has overstretched our military and strained our relationships with many countries and people. While we must always be willing to act when threatened, it is critical that we redouble our efforts to engage international partners to participate in and lead military efforts. Whether through military aid and sales to allies or coalition building before entering a conflict, engagement with our partner nations only saves American lives and tax dollars but it adds international legitimacy to our actions.

Military Strength and Readiness

Over the past ten years, we have asked a tremendous amount of our men and women in uniform—many of whom have been deployed for five or more tours in Iraq and Afghanistan. Such repeated deployments put terrible strain on service members and their families, which can require months or years to be fully overcome. While I understand the strategic need to redeploy troops with minimal time for rest and training, I believe that this should be reserved for only the most critical times when our national security is at imminent risk. We have the best trained, most powerful military in the world. However, these repeated deployments exhaust our troops, wear down equipment, and prevent our military from functioning at its peak capability. We need more focus on preparing for future conflicts through rest, training and analysis of lessons learned in Iraq and Afghanistan.

 

Transportation

Indiana is known as the “Crossroads of America.” With hundreds of thousands of people from across the country passing through Indianapolis via road, rail and airplane, Congressman Carson knows that improving the transportation infrastructure of Indiana’s Seventh Congressional District is of paramount importance.

That’s why he fought for a seat on the Transportation and Infrastructure Committee, which is responsible for overseeing the nation’s transportation infrastructure—including highways, transit, aviation, rail and waterways.

His membership on the Transportation Committee allows him to help modernize transportation in Indianapolis and throughout the country, while also spurring job creation for working families. Each year, the Committee considers legislation directing billions of dollars in transportation projects and dictating policy on everything from transportation safety to vehicle fuel economy to disaster relief. The Committee’s decisions result in jobs for hundreds of thousands of Americans and billions of dollars in commerce, both from construction and from transportation of goods by highway, rail, water and air.

Read Our New Infrastructure Framework

MAINTAINING OUR ROADS, HIGHWAYS AND BRIDGES

Maintaining our roads, highways and bridges is absolutely critical. It not only creates jobs through construction and other related fields but also encourages professionals and entrepreneurs to locate in our city, allows lower cost shipping to and from local businesses, and reduces commute times for local workers. In short, a quality road system is one of our strongest economic drivers.

According to the U.S. Department of Transportation, nearly 65% of America’s roads are rated as being in less than good condition and 25% of bridges need to be replaced. In Marion County that percentage is even higher – 38%.

Since the Congressman’s election to Congress, he has repeatedly voted for critical funding to help the State of Indiana and the City of Indianapolis repair its aging roads, highways and bridges. Unfortunately, one of its best options for making true improvements to its transportation system has been blocked by partisan games. Congress needs to pass a long-term surface transportation reauthorization bill immediately so that cities like Indianapolis can begin making the improvements that will attract employers and put Hoosiers back to work.

Water Resources

Congressman Carson was proud to support the Water Resources Reform and Development Act (WRRDA) in the Transportation Committee and on the House floor. This was one of the first major bipartisan bills passed by the House in some time.

WRRDA is important for Hoosiers because it reauthorizes programs that keep our waterways navigable, ensure that dams and levees are operating in a safe manner, and maintain and improve the ports that our companies rely on for international trade. While Carson was unsuccessful in his push to include stronger environmental protections during consideration in the Transportation Committee, he was pleased that the bill followed the traditional bipartisan process which allowed each member to provide input. Following a conference committee to resolve differences with the Senate, President Obama signed the bill into law.

FEMA Reauthorization

As the former Ranking Member of the Emergency Management Subcommittee, Congressman Carson joined Full Committee Chairman Shuster, Full Committee Ranking Member Rahall and Subcommittee Chairman Barletta to introduce the first ever reauthorization of the Federal Emergency Management Agency (FEMA) in the 114th Congress. This critical bill improves our nation’s emergency management capabilities, modernizes and strengthens critical components of our preparedness and response system, and supports emergency response personnel.

PROMOTING TRANSIT MODERNIZATION, ACCESSIBILITY AND SUSTAINABILITY

If all Americans used public transportation for only 10% of their daily travel needs, the United States could reduce its dependence on foreign oil by 40%, while cutting emissions and reducing congestion on our roads and highways. Unfortunately, our ongoing economic downturn has forced many public transit providers around the country to make cutbacks and delay expansion just to maintain service.

Congressman Carson believes that public transit is absolutely critical, both in Indianapolis and around the country, which is why he authored three pieces of legislation that will help transit providers continue service while pursuing long overdue growth.

  • The Community Transit Promotion Act, H.R. 3019, helps non-profit community organizations qualify for the funding they need to provide transportation to seniors, those with limited means, and those with disabilities in areas IndyGo does not cover.
  • The Modernizing Public Transit Act, H.R. 3020, promotes transit investment, including expansion of bus routes and construction of passenger rail lines. Under this bill, Indianapolis will no longer be at a disadvantage when applying for transit grants simply because our population is spread over a broad area.
  • And finally, the Protecting Transit Through Increased Flexibility Act, H.R. 3022, recognizes that even with a more robust system, transit providers may still face budget shortfalls in the future. This bill provides the flexibility to use federal funds to maintain service for riders and lessen their worry about cuts to the routes upon which they rely.

Indianapolis deserves to have a modern, affordable and reliable public transit system. He will continue to advocate in Congress for legislation that will help us achieve that goal.

PROMOTING RAIL INFRASTRUCTURE

Geographically, Indianapolis lies roughly halfway between Chicago and Louisville. The close proximity of these major metropolitan areas led me to successfully work with the Transporation Secretary to have the Department of Transportation officially designate a high speed rail corridor—making it eligible for future federal funding. In addition to creating thousands of high paying jobs, such a high speed rail line would boost commerce and tourism and reduce congestion on Indiana highways. Going forward, Congressman Carson will continue to press DOT and his colleagues on the House Transportation and Infrastructure Committee to make high speed rail a reality in Indiana.

While Carson is a strong support of high speed rail, he understands how critical it is to maintain and expand our conventional passenger rail capacity. He has always been a strong advocate for Amtrak and legislation that creates jobs at the Beech Grove facility. This includs the American Recovery and Reinvestment Act, through which Beech Grove was awarded over $32 million to continue servicing the Amtrak rail system. He was proud to join Vice President, Joe Biden in announcing this award at a ceremony in Washington, D.C. This influx of funding created over 80 jobs and helped put Indy’s Amtrak facility on track to service America’s needs well into the future.

ENCOURAGING ALTERNATIVE FORMS OF TRANSPORTATION

Across Indianapolis, a growing number of people are walking or biking to get around instead of driving. This not only reduces time spent sitting in traffic—it promotes fitness and reduces emissions. In recognition of the need to expand our system of urban paths and trails throughout Downtown Indianapolis, Congressman Carson worked with former Mayor Ballard to secure $20.5 million in federal funding for the completion of the Indianapolis Cultural Trail. The connectivity provided by the Cultural Trail is expected to have a total economic benefit of more than $800 million and will create more than ten thousand jobs—all through direct construction, private sector investment and an expansion of tourism.

 

Retirement

Protecting Retirement Security for All Americans

Every American deserves to retire with dignity and financial security after a lifetime of hard work. That means protecting Social Security, strengthening retirement benefits, and ensuring cost-of-living adjustments keep pace with seniors’ needs.

 

I am committed to fighting any attempt to privatize or cut Social Security, and I will continue to push for policies that protect current and future retirees from financial hardship.

 

Protecting Social Security from Cuts & Privatization

Social Security is a lifeline for millions of retirees, people with disabilities, and surviving family members. It is not an entitlement—it is an earned benefit that Americans have paid into their entire working lives.

 

That’s why I strongly oppose any efforts to:

  • Cut Social Security benefits
  • Raise the retirement age
  • Privatize Social Security and gamble retirement security on Wall Street

 

I have consistently voted against Republican budget proposals that would fast-track Social Security privatization and force painful benefit cuts on retirees.

 

Ensuring Fair & Adequate Cost-of-Living Adjustments (COLAs)

Rising housing, health care, and prescription drug costs are making it harder for seniors to make ends meet. However, current cost-of-living adjustments (COLAs) do not always reflect the real expenses older Americans face.

 

To fix this, I have cosponsored legislation to:

  • Create a more accurate COLA formula that reflects seniors’ true costs
  • Ensure Social Security benefits keep pace with inflation
  • Protect retirees from benefit cuts during economic downturns

 

No senior should have to choose between food, medication, and housing due to inadequate benefits.

 

Strengthening Social Security for Future Generations

With more Americans reaching retirement age, we must take action to strengthen Social Security for future generations.

 

That’s why I support:

  • Expanding Social Security benefits for all current and future retirees
  • Ensuring no one retires into poverty by creating a new special minimum benefit
  • A tax cut for nearly 12 million beneficiaries
  • Keeping Social Security solvent for the next 75 years without cutting benefits

 

These reforms would protect Social Security now and for future retirees, ensuring that every American gets the benefits they earned and deserve.

Across America, millions of brave men and women have served in our nation’s armed services.
They have left behind their families, friends, and jobs to fight for our way of life around the world. These veterans deserve the best we have to offer when they decide to take off their uniforms and return to civilian life. I consider it one of my top priorities to work for our patriotic veterans to ensure they receive the health care, housing, and educational benefits that they and their families deserve.

Helping Veterans Achieve Financial Stability

Every year, thousands of troops return home from deployments overseas, prepared to separate from military service and begin their civilian lives. Many of these service members have spent their brief military service in the structured atmosphere of a military base and have never had an opportunity to find reasonably priced housing, manage day-to-day bills associated with living on a civilian income, or have yet to start saving for their futures. This inexperience in managing basic financial responsibilities puts both veterans and their families at significant risk of foreclosure and unmanageable debt.

I authored the Military Families Financial Preparedness Act to help military families achieve long-term financial stability upon returning to civilian life. This bill added a financial counseling component to the Department of Defense’s successful pre-separation counseling program, which has helped veterans and their spouses become familiar with important VA programs and better prepare them to seek an education and start a civilian career. Under this legislation, pre-separation counseling sessions include information on budgets, saving, credit, and mortgages and will help veterans and their spouses create a long-term financial plan. This legislation passed the House as an amendment to the FY 2012 National Defense Authorization Act and was signed into law by President Obama.

Improving Mental Health Treatment

Today, our Armed Services continue to struggle with the stigma associated with mental illness despite ongoing efforts at the Department of Defense and the Department of Veterans Affairs to increase screening, counseling, and awareness. Too often, service members resist treatment and hide warning signs, attributing underperformance in combat and difficulty readjusting to civilian life to less serious causes. In many tragic cases, undiagnosed mental illness and Traumatic Brain Injury (TBI) have resulted in domestic violence, drug and alcohol abuse, and suicide.

In an effort to improve mental health screenings and treatment, I authored the Service Members Mental Health Screening Act and the Military Suicide Reduction Act. Together, these bills ensure that service members receive mandatory pre-, mid-, and post-deployment screenings that holistically address past diagnoses and treatments and initiate treatment in combat, where many mental health challenges are likely to originate. I also authored the Military Mental Health Improvement Act, which ensures that service members are aware of their privacy rights when pursuing mental health treatment. This aims to avoid the common misperception that treatment will negatively impact career progression, dissuading service members from pursuing the help they need.

These bills passed the House and were signed into law by President Obama as amendments to the FY 2012 and FY 2014 National Defense Authorization Acts.

Improving VA Services

Our veterans have sacrificed to protect this nation in times of great need, and we have an obligation to provide them with the benefits they were promised. That is why the 2014 revelation that at least forty veterans died waiting for care at the Phoenix VA Medical Center was so disturbing. Veterans deserve better than this, and there is no reason that we cannot successfully provide it to them.

Since initial details first emerged, I have been strongly supportive of the investigation into inappropriate and dishonest scheduling practices at VA facilities across the country. I raised questions with the Secretary of the VA about the Roudebush VA Medical Center in Indianapolis, not out of suspicion, but because I wanted to ensure that Hoosier veterans were receiving the care they need. While I supported legislation to enable veterans to pursue care outside of the VA when faced with long wait times, I believe it warrants strong oversight to ensure that veterans receive the level of care they deserve.

Supporting the PACT Act

I am proud to have supported the PACT Act (Promise to Address Comprehensive Toxics Act), which ensures that veterans who have been exposed to toxic burn pits and other hazardous substances during their service receive the health care and benefits they deserve. This landmark legislation expands access to care and benefits for veterans suffering from the effects of toxic exposure. It is crucial that we do everything in our power to support our veterans as they deal with the long-term effects of their service, and the PACT Act is a vital step in ensuring they receive the medical care and compensation they need.

Assisting Unemployed Veterans

Over the last several years, veterans returning from Iraq and Afghanistan have demonstrated the wide array of unique qualifications they bring to the workplace, resulting in a significant drop in unemployment. Despite this progress, the veterans’ unemployment rate remains far too high. More needs to be done to help veterans translate the skills and leadership experience gained in the military into civilian jobs.

The Department of Veterans Affairs and Department of Labor are working together with employers across the country to promote veterans’ hiring initiatives and job training. To complement their efforts, I voted for legislation to establish job training programs for veterans. Those who have served bravely in our nation’s military deserve our help retraining for the modern American workforce.

Improving G.I. Benefits

Immediately following WWII, over 7.8 million veterans were able to obtain college and post-secondary educations free of charge. Today, these benefits only cover 70% of public and 30% of private post-secondary educational expenses, making it difficult for many veterans to afford a college education.

To ensure that veterans of the wars in Iraq and Afghanistan receive full educational benefits, I proudly voted to pass the 21st Century G.I. Bill, which will provide full, four-year scholarships to all who have served in our nation’s Armed Forces since September 11, 2001. This drastic and long-overdue increase in educational benefits will help our newest generation of veterans receive the tools they need to build productive and successful lives for themselves and their families after leaving the military.

Providing Veterans with Adequate Housing

Disability and unemployment resulting from extended deployments have caused an unacceptably high number of Iraq and Afghanistan veterans to fall into foreclosure and homelessness. In order to support our veterans returning from combat, I voted for legislation that increases the number of homeownership loans available to veterans and boosts funding for counseling services and other resources to help our nation’s homeless veterans.

 

Women’s Issues

Fighting for Women’s Rights & Equality

Women play a critical role in our economy, our communities, and our families, yet they continue to face barriers to fair wages, health care, workplace protections, and safety. I am committed to ensuring equal pay, protecting reproductive rights, preventing domestic violence, and expanding family leave so that all women—regardless of background—can thrive.

 

Ensuring Fair Pay & Workplace Equality

Despite making up nearly half of the American workforce, women in Indiana still earn only 75 cents for every dollar earned by their male counterparts. This wage gap is unacceptable, and it harms not just women but also families and our broader economy.

 

That’s why I support:

  • The Paycheck Fairness Act, which strengthens protections against pay discrimination
  • The Equal Employment Opportunity Restoration Act, ensuring victims of workplace discrimination can challenge inequitable treatment
  • Stronger enforcement of equal pay laws and closing loopholes that allow employers to justify pay disparities

 

Women deserve equal pay for equal work, and I will continue fighting to make that a reality.

 

Protecting Women’s Health & Reproductive Rights

Access to quality health care, cancer screenings, and reproductive services is a fundamental right. I strongly support policies that:

 

  • Protect access to mammograms, wellness visits, and preventive screenings
  • Expand maternal health services to reduce racial and socioeconomic disparities in pregnancy outcomes
  • Guarantee access to contraception and comprehensive family planning services
  • Preserve the Constitutional right to abortion, as protected by Roe v. Wade

 

Fighting Back Against Attacks on Women’s Health

Unfortunately, both Indiana’s state government and  federal GOP lawmakers have attempted to roll back women’s health protections. I firmly oppose efforts to:

 

  • Restrict access to abortion care and reproductive services
  • Cut Title X funding, which provides critical family planning services
  • Allow insurers to charge women higher premiums than men

 

Decisions about health care should be between a woman and her doctor—not politicians. I remain committed to expanding protections, increasing research, and ensuring every woman has access to the care she needs.

 

Preventing Domestic Violence & Supporting Survivors

Domestic violence is a serious public health and safety issue that affects millions of women, children, and families. As a former law enforcement officer, I have seen firsthand the devastating impact of domestic violence—and I am committed to ensuring survivors have the support and resources they need to escape dangerous situations and rebuild their lives.

 

That’s why I strongly support:

  • Reauthorizing the Violence Against Women Act (VAWA) to expand protections for survivors
  • Increasing funding for domestic violence shelters and transitional housing
  • Protecting and strengthening the Office on Violence Against Women
  • Federal support for Indiana organizations like the Indiana Coalition Against Domestic Violence and Indiana Coalition Against Sexual Assault

 

Promoting Paid Family & Medical Leave

Too many working women in Indiana do not have access to paid family leave, making it harder to care for a newborn, a sick child, or an aging parent. The United States is one of the only developed nations without guaranteed paid leave, and that must change.

 

That’s why I proudly support:

  • The Healthy Families Act, which ensures workers can earn paid sick time
  • Expanding the Family and Medical Leave Act (FMLA) to cover part-time workers
  • Paid maternity and paternity leave, ensuring families have financial security when welcoming a child

 

Strong families create strong communities, and no one should have to choose between their paycheck and their loved ones’ well-being.

 

A Continued Commitment to Women’s Rights

Women deserve equal opportunities, fair wages, quality health care, and protections from violence and discrimination. I will continue to fight for policies that:

 

  • Ensure pay equity and workplace protections
  • Defend reproductive rights and access to health care
  • Strengthen domestic violence prevention programs
  • Expand paid family leave for all workers

 

Together, we can build a future where every woman—regardless of background—has the opportunity to thrive.

 

Immigration

We are and always have been a nation of immigrants, and our diversity makes us stronger culturally and economically. I believe in keeping our nation and borders safe, but I also believe in uniting families, welcoming refugees, and addressing the challenges faced by over 12 million undocumented immigrants. I have a long record of supporting bipartisan efforts for comprehensive immigration reform, and will continue to work toward national and local solutions to the problems in our current immigration system.

A Pathway to Citizenship

Twelve million undocumented immigrants in the United States are living in the shadows, and as a result of their status face immense challenges. The creation of a rigorous path to citizenship for these individuals, as well as the expansion of legal visa programs, would keep families together and be in keeping with America’s values. It would also strengthen our economy and security. I have been a consistent supporter of a pathway to citizenship, including the 13-year path laid out in recent bipartisan reform legislation. While this legislation has not yet passed, I remain committed to achieving comprehensive reform in the near future.

I am particularly concerned about the fate of DREAMers and their families. DREAMers came to this country as children, and in most cases have worked hard to excel in school and contribute to their home in the United States. These young people deserve to legally stay in the country they love while they pursue their citizenship.

Border Security

As a member of the House Intelligence Committee, I take any security threat to the country very seriously. I believe that effective border security is a key component of comprehensive reform, and is essential to the rule of law. At the same time, I do not support efforts to criminalize immigrant communities or to militarize the border. We should be focused on protecting our border without giving the inaccurate impression that our country believes all immigrants are dangerous.

Growing Our Economy and Holding Employers Accountable

Immigration creates jobs, increases our tax base, and strengthens our economy. Comprehensive reform would also level the playing field so that American citizens are competing for jobs on even footing, because it would prevent employers from intentionally hiring undocumented workers in order to pay them under the table or skirt the minimum wage. We can further eliminate the incentive for employers to hire undocumented workers by holding them accountable.

Welcoming Refugees and Asylum Seekers

I believe that one of the cornerstones of our country is that we welcome refugees from around the world and asylum seekers on our border who are escaping violence, oppression, and disease. These men, women, and children come to us looking for help and as Americans we have a responsibility to provide it to them. As long as I hold a position in Congress, I will advocate for the rights of immigrants and refugees from all countries to make a home in the United States. I will continue to fight against discrimination in our immigration system and challenge the Muslim travel ban.

President Trump’s Travel Ban and “Extreme Vetting”

President Trump’s executive orders on immigration,are the wrong approach to immigration reform. I believe that the President’s order restricting entry to the United States from six predominately Muslim countries is discriminatory and was wrongly upheld by the Supreme Court. By banning immigrants and refugees from Iran, Syria, Yemen, Sudan, Libya and Somalia, he is closing our country’s doors to individuals facing violence and unrest who seek safety and opportunity in the United States. I take any security threat to the country very seriously, but this order casts all immigrants and refugees as terrorists, overlooking the millions who have come to our country legally and peacefully. Moving forward, Congress must hold the Administration accountable and act as a meaningful check on an administration hostile to religious freedom, and to continue to fight these broader efforts to discriminate against immigrants and religious minorities.
